Watchdog Group Says Billionaire Koch Bros. & Wis. Gov. Walker Are 'Taking a Page from Mubarak's Playbook' in Statewide Union Busting Scheme

With help from the billionaire Koch Brothers, Wisconsin's new Republican Governor, Scott Walker, is "taking a page from Mubarak's playbook" in a scheme to destroy the state's unions, according to political watchdog group Wisconsin Democracy Campaign.

On Friday,Walker announced plans to literally bust unions representing the state's 175,000 public workers--and he's threatened to call out the National Guard to do it.

Under the guise of budget cuts, Walker and his Republican-controlled legislature are set to unilaterally strip workers of collective bargaining rights. Though the measures getting the most press are his proposals to have workers cough up about 6 percent of salary to pay for benefits, the measures go much deeper and have been branded as the most extreme of any sought by any state--so far.

Some of his proposals:

1. Workers would have to vote every year to re-certify their union.

2. No more automatic payroll deductions for union dues; unions will have to collect from each worker individually.

3. Workers can just opt out of paying union dues completely (and unions will still have to represent them, regardless).

4. No more bargaining or contract rights for work rules, such as transfers, vacations, hours of shifts and days off, health and safety, applying for jobs....nothing. Without work rules, Walker and his cronies can put whoever they want into state jobs. The vast majority of work rules are considered "non-economic" items and will have no economic benefit to the state if eliminated.

5. The only thing that could be bargained is wage increases, which even then would be limited to the consumer price index.

So what does all this have to do with the Koch Bros.?

Plenty.

Today the Wisconsin Democracy Campaign (WDC) learned and sent out an e-alert about how state Repubs are in collusion to deprive full public comment on the proposals, which the legislature will consider THIS WEEK -- when they weren't even scheduled to be in session!

Among the disturbing revelations is information that one of the Koch's front groups, Americans for Prosperity, got advance notice of public hearings and are organizing busloads of Tea Partiers and other Republicans to attend. Here's the email:

So this is how they think democracy works? Following up on the E-Lert sent this morning, there is important additional information to share.

The Legislature's Joint Finance Committee will be holding a public hearing tomorrow at 10 a.m. in room 412 East in the State Capitol on the proposed budget-repair legislation that takes away worker rights in the name of balancing the state's books.

Trouble is, as of 1:45 this afternoon there still was no mention of the hearing on the schedule of committee activities on the Legislature's public web site. The Democracy Campaign has learned that paper copies of the hearing notice were posted inside the Capitol building earlier today, and legislative leaders claim that satisfies the public notice requirement.

Over the noon hour notices of scheduled votes in the joint finance and joint retirement systems committees were posted on the web site and the finance committee's announcement indicates the committee will vote "upon adjournment of the public hearing" without providing any information about that hearing. Yet a Republican front group called Wisconsin Club for Growth sent an e-mail to its members at 8:45 this morning informing them of the public hearing and indicating that the Club for Growth and Americans for Prosperity are paying to bus people to the hearing.

These two groups obviously were tipped off about the public hearing far enough in advance to arrange for bus transportation and set up an online registration system their members can use to sign up for the free bus rides. Yet as of right now there has been no notification for the general public outside of paper copies of a hearing announcement tacked to walls inside the Capitol.

Before Egyptian dictator Hosni Mubarak was toppled from power, it was widely reported by several news organizations that Mubarak's regime was involved in organizing counterprotests aimed at propping up the discredited government. Taking a page from Mubarak's playbook, those in charge of state government in Wisconsin are feeding inside information about their intentions to friendly groups that in turn are paying to fill hearing rooms with supporters of the regime's plans.

Horrifying. Strong man tactics should not be used in our free nation on workers. I don't want to see National Guard soldiers in riot gear holding guns on American men and women.

It's one thing after another. Never stops. It's really outrageous that they tried to keep the "public meeting" silent so long. It didn't get announced until after Wisconsin Democracy Campaign sent out that e-alert. This is a hell of a group. They are absolutely nonpartisan; clean government is their thing.

Amazing work they do

When I got that email and saw "Americans For Prosperity." bells and whistles went off in my head. Dang. Those Kochs are into everybody's biz.

The news started announcing the public hearings late this afternoon.

Wisconsin is ground zero for labor unions now. How this goes will affect the entire nation. In two years, we may be looking at the complete extinction of labor unions. 7% to 0%.

Be careful of your health this week. I know you are on fire with this but it is cold outside so take care of yourself.

then return home to go vote (primary elections)

then back again for big thing at a local theatre, with open mikes and panel discussion

stand, there are ways and there are ways. If I picked up a gun, I'd probably shoot myself in the foot. Plus I don't advocate that at all.

We need the kind of revolution we've seen in the Middle East. What a lot of people don't know is that people in Egypt got a hold of a comic book about Martin Luther King and the civil rights movment, translated it, disseminated it, and it became an organizing tool for a nonviolent movement.

King, Ghandi... they knew how it worked and made it work.

Seriously. We don't need violence.

And another thing, about the National Guard... Reports on the radio today that the some of them are saying they are NOT here to turn on the people of Wisconsin!

Let's hope they were watching the Army in Egypt!

Welfare to work was about union busting. Whose jobs did you think these people were going to take? Why do you think during the rise of unions, there was a rise in welfare for poor workers? It was to keep them out of the job market so that those in the market, especially union workers made living wages. Labor is a commodity on the supply and demand curve. There could have been no union busting without welfare-to-work. They few extra tax dollars paid to welfare recipients ($3 to $4 per year) helped taxpayers keep their well paying union jobs. With the unions broken, the jobs were then sent overseas. And the welfare workers, back on welfare due to minimum wage jobs.

Wonder what backing the Koch brothers gave to this program.

Radio, exactly right. There were also prison work programs that took over some jobs. The larger the pool of available workers the lower the wage base. that's one of the reasons that --no matter what Repubs say-- they don't wnat immkigration reform. They want it uncontrolled, under the table, with no penalty for employers hiring undocumented workers. It screws with everybody.

may I chime in...last night watching big ed on MSNBC adv the union president in wisconsin that this governor can be recalled within 1 year of taking office, so instead of taking a page from Egypt, lets take a page from California and Grey Davis this SOB

They are talking about recall. They have to collect signatures equal to one quarter of the total vote in the last election, and, yes, has to be done within a year of Walker taking office.

Other actions in the works, not the least of which is court action.

    I think there needs to be a big push from all the people to stand up for unions.

    This has to wake up the people but there are so many right-to-work states that do not understand and hate unions. They do not even understand. These people get paid so bad and treated so poorly and they still do not like unions for reasons that are wing-nut lies. There are no rules here for employees. There are no jobs here either so the "right to work" theory does not work. Just make people poorer, get treated worse and there is still a big race issue in the far south.

      gen, oh my. I did some organizing in the south a long time ago. You know what jumped out at me most? It was so many people struggled to spell things and make change.

      They weren't stupid. They were badly educated. And I got a sense that it was a legacy of the days when it was illegal for "massa" to teach his slaves to read. Fast forward to 1980s, and it's class war...the haves deciding to keep the have nots ignorant.

      I had discussions with the labor council in Atlanta, and it was really sad what the "powers that be" had done.

      Same thing with so-called right to work. It's just another way to keep people divided, disenfranchised, powerless... enslaved.

        The best way to keep people misinformed is to keep them fighting with each other. Our media needs reformed to what our foundered wanted and funded. The 2% super wealthy went from having too much money and power to outright abusive and immoral greed under Bush.

        The white people in the south still resent the North. Give me a break. The right changed their focus when Obama was elected and have spent alot of money moving the extreme rhetoric northward to enslave us all. They are using racism, I do not care what others say. Ofcouse, all they want to talk about is race baiting. Come on, give me a break. Like being poor, getting state aide or Disability is NOT a wonderful way to live. I have never meet anyone that wants to live that way. Not once, not even here in Florida. AJ, do you remember the great US northern migration by the blacks? It was dangerous even after the war and those brave individuals knew they would never get treated or paid well here and risked their life traveling northward for a better life for them and/or their family. I still live in profound culture shock. I grew up in Ohio. There are words used and attitudes here still make me angry and I say so. I do not fit here but my fear is the south media is hurting the entire nation now to return us all to poor working conditions. The entire middle class and poor are in the same sinking boat and need to be working together. Sorry, I have gotten off topic and know this is about the unions and the working class.Texas is even worsel.

        I want to thank you for supporting the working class all of us.

        The good news, gen, is that younger people, the generation known as "miillennials" is throwing off old prejudices and seem to be the most inclusive and diverse and open. I have three grandchildren of that generation, and they are really something.

        Well, I have to say that this is going a bit too far. Government unions play an important role of protecting employees who can raise the alarm when the government is up to no good. They help keep the hiring/firing practices fair. When you remove protection from government employees you loose a large amount of transparency and introduce the possibility of corruption and waste going undetected. Someone from the inside has to keep an eye on government and they need to have the freedom from reprisal to do this. That being said, sometimes unions gain too much power especially in public service areas. Corruption can enter unions as well so you have to be on guard to ensure one hand is not washing the other hand of dirt. This seems very heavy handed. Even if the union was becoming too powerful this sounds more like an attempt at sinking the union not reigning it in.

        They are drunk with power and want to create a political machine.

        Busting unions is taking a big chunk out of the Democratic base and, thus, any opposition to their plans to turn the state over to Big Biz at the expense of working people.

        We are NOT going down. Period. They are in for one hell of a fight.

            Libertarain, Any organization or group can be use to abused power. Unions have drastically changed and they have been drastically weakened. Currently, the majority support the middle class workers. It has been years since we had union leaders that were famous, powerful, wealthy, dangerous and flaunted it.

            I have thought about this over the years. Things have changed so much in my life. You will excuse my extreme view here. Personally, if the Unions had never changed, I would rather deal with a gangster than a white collar thief. The gangster if caught would at least do jail time for stealing, deceiving, killing and lying.

            American Idle #2.4 above, pointed out something important. The governor will not benefit or save this state money doing this. He will end up costing it money. By the way, he did this before in his last job. He fired all his union guards and hired non-union, some subcontractor friend and the man he put in charge of all the new guards was a felon. Not sure but I think the subcontractor was more expensive. Over time, this was taken to court and the Judge and jury ordered all the old guards were to be hired back and they were also given back pay.

            Did anyone look into this governors past?

            In 1983 20.1% of the nation's workforce was unionized. By 2008 that percentage had declined to 12.1%. See here.) Over that same period of time the income of American working families plateaud. From 1947 to 1974 wages for bulk of the workforce rose consistently, and at a rate higher than the inflation rate. But from the mid-1970s on wages failed to increase consistently. Household incomes have risen modestly since then, but only because families were working longer hours. (See here.)

            How have American families managed to maintain their quality of life since the mid-70s? As Robert Reich points out (here) that they took three steps. First, American women joined the workforce and the two-income family became an absolute necessity if American families were to continue to prosper. When income still remained flat American working families responded again by working ever-increasing numbers of hours. And finally, as the prelude to the current Great Recession, they borrowed against the equity in their homes, to the tune of $2.3 trillion.

            The statistics on growing income inequality are startling. In the late 1970s the wealthiest 1% of American took home 9% of the nation's annual income. By 2008 that some 1% were taking home 23.5% of the nation's income. That's right: for every dollar in income the national economy produced, the richest 1% of Americans took almost 25 cents.

            Is it a coincidence that working families more and more of the nation's income going to the richest Americans, and their wages plateau, at the same time union membership has declined? I don't think so. I see what is happening in Wisconsin today as the latest skirmish in an ongoing class war that is being waged by the Kochs. Why else would the Kochs be so keen to bust unions, except to reduce labor costs, and to increase their take by a corresponding amount? In short, the Kochs are engaged in class warfare.

            The Right only cries "Class Warfare!" when working families fight back.

            Yes, the decline in unions tracks the decline in wage/benefit packages. Remember the defined benefit pension? Almost a thing of the past, replaced, if at all, with 401(k) plans.

            In the private sector, union membership is down to about 8 pct, maybe a little less than. And people wonder why things are so bad for American workers?

            At the same time, most of the economic gains have been made at the very top.

            Income Gaps Between Very Rich and Everyone Else More Than Tripled In Last Three Decades, New Data Show Top one percent income went up by 281 percent. The “income gap” tripled between the top earners and the bottom in just 30 years--in other words, since Reagan and surging union busting environment.

            We are getting solidarity messages from all over the country. The media reports that all the repub govs are watching to see what happens here to see how far they can go. Well, I got news for them. The entire labor movement is on our side, and this could erupt into a much wider dispute.

            Some talk about WANTING this bill to pass to cause an even bigger fightback....the likes of which they have not seen here since the 1800s.

            people are angry and jubilant and united and very, very determined

            Walker and the gop have awakened a sleeping giant.

            American in action. Teachers, firemen, nurses, police, etc. Fox is calling Unions free-loaders in Wisconsin. I blocked fox from my TV because of the children that come into the house. Fox is filled with lies, extreme words and videos, they rewriting history falsely, etc. Children should not hear or view hate like that. Maybe this will get people to stop watching/listening to the misinformation from the wealthy, fox included. Maybe the republican party is not in as good of shape as they claim in the eyes of this nation. I know that the super rich gave massive amounts of money to the right. Money in amounts that I did not believe anyone should have unless they want to put a state(s) to work and allow Unions. The amounts were that large.

            The republican party is not the party my father and my living step father can support. They have the money and it makes them believe too powerful. I pray Wisconsin will impeach governor Walker. I heard Walker tried to force the dem's to return to their jobs by using police. They walked out on him.

            The Koch brothers greed has no limit. Neither brother nor their heirs to follow can ever spend the wealth they've accumulated in this lifetime or any and they still spend all their effort in hoarding more at the cost of the populace. There are no words.

            Max, the Kochs have about $42 BILLION in personal wealth. They report having 50,000 employes. The recently laid off about ten perent of their workforce.

            I figured they could give each of the 50,000 employees a half million dollars each and still have $17 BILLION left over.

            Greed sucks.

            And they still aren't satisfied.

            It appears the Tea Party Taliaban is in a coup mode. It is being backed by the Koch brothers and Rupert Murdoch. Rupert broke the newspaper union in the late '80s with the help of PM Margaret Thatcher. Here is what Murdoch is doing in the UK now, which looks like more than a coincidence:

            Murdoch's avarice knows no bounds. I found this very telling...

            Just received you message via the Koch column. Ed Shultz will be discussing this tonight on MSNBC. I am on the east coast and his show is at 10 pm which is starting right now. Ed says he plans to stay on this srory all week.

            All public employees from around this country should be watching this and call for support for middle class teachers, police, firefighters and other workers!

            100... Just saw Schultz, thanks for the tip. Good to know someone in major media is following this. It's actually all over the news hear in Wisconsin, but your are right .... it have HUGE implications for working people all over the country.

            I'll be at protests all this week, as long as I can. Working on getting rid of a cold. Blechh. Maybe I can get close to the Gov and sneeze on him!

            thank you, 100. I don't twitter either. Just not much of a techie, but let me tell you, the emails have been flying all day today, so I know Twitter and Facebook must be on fire.

            A number of mainstream press articles have stated that Walker's scheme is the most extreme of all the governors talking about taking similar actions. All eyes are on what happens here. There are all kinds of proposals to cut back on benefits, wagtes, but none go as far as this.

            I just saw Ed Schultz show, and,WOW, we could have 39 states that allow "open shops"... meaning people can be represented by a union but not have to pay dues

            What a scam on working people.

            How much more do these stinking rich bastards want?!

            It is no mistake that the Eygptian labor unions are now out on the streets. This is what the regime was suppressing--ordinary people who are confident of their own worth and standing for what they deserve.

            Unions are the only power open to the ordinary People.

            It's not just about financial concessions. They are aiming at the heart of the labor movement and consequently the Democratic Party (even if a lot of Dems fail to realize that).

            Governor Walker is threatening to destroy collective bargaining. Collective bargaining is the legal basis upon which any group of workers has to negotiate, and it is the collective bargaining process by which workers in any area of work or industry which holds together contractual issues, or carries any weight under the law.

            It provides legal guidance for the courts when issues arise. A few examples would be job security, health care, disability, wages and, of course pensions. If he threatens collective bargaining, then the state could start paying workers whatever they want, like...$1.00 an hour.

            I saw Governor Walker speak and I must say....he comes across as a tyrant...there is not discussion, no negotiation and the people of WI are to be silent? Will the good people of Wisconsin stand for this?? Does America hold tyrants on a pedestal? This is truly un-American!

            The right-wing have become authoritarian. This is at least as much about power as about greed. Authoritarians cannot stand the existence of other positions or sources of power. The unions represent that threat to totalitarianism. So does democracy. So does a free press. So does regulation and oversight.

            Authoritarians are totalitarian at heart. Combine that with greed and you get fascism. We are a fascist nation today. That has never ended well before, for any other nation that has suffered from fascism. Expect the worst.

            I'm listening to them read the plan right now... It's worse than I thought. They want total control.

            And even without a collective bargaining agreement they are threatening to fire any worker who engages in a strike, slowdown, sit in, or other actions.

            I am not surprised that Koch is involved in this since it will be the testing ground for busting the final unions, freeing up the rest of Americans to be cheap labor for corporate America.
